It's a modding tool, it lets you modify the .dat entries for units, weapons, and sprites, among other things.

Please do not use this download. This is an outdated version, DatEdit 1.5 is the latest one - you can grab it from the direct "Download" link from the left-hand menu or from the "More" menu at the top. Thank you :)
